The "Wired" magazine 1997 predictions (and my predictions for 2064)

In July 1997, "Wired" magazine published a rather optimistic article predicting a long "boom" of prosperity, freedom, and environmental improvements in the next 25 years (until 2022). 

However, to temper such optimism a bit, it also published a sidebar on problems that could arise and adversely affect this boom.

Some of these negative predictions have been fulfilled almost to the letter:

• “Tensions between China and the US escalate into a new Cold War — bordering on a hot one.”

• “Russia devolves into a kleptocracy run by a mafia or retreats into quasi-communist nationalism that threatens Europe"

• “Major ecological crisis causes a global climate change that among other things, disrupts the food supply - causing big price increases everywhere and sporadic famines".

Others have been partially fulfilled, for example

• “An uncontrollable plague - a modern-day influenza epidemic or its equivalent - takes off like wildfire, killing upward of 200 million people". The COVID-19 pandemic is estimated to have killed 20 million people to date.

• “Europe's integration process grinds to a halt. Eastern and Western Europe can't finesse a reunification". Although the United Kingdom left the European Union through Brexit, since 1997 the number of Member States of the European Union has increased from 15 to 27 (including several Central and Eastern European countries), with an additional 10 countries waiting to enter.

• An increase in crime and terrorism.

Other predictions failed, for example, that new technologies would not bring about an increase in productivity.

In my science fiction novel "The Last Human", I make some predictions until 2064. 

Without going into too many "spoilers", some of these are:

• The Saudi autocracy will collapse and an Islamic republic will be established.

• Both China and Cuba will move towards multi-party democracies, although still with a predominance of a “democratic socialist” party; while the North Korean government will implode and reunite with South Korea.

• Russia will weaken, losing population and economic dynamism (the novel was written before the 2022 invasion of Ukraine).

• Islamist fundamentalists will detonate several radiological bombs (explosives that disperse radioactive material); and they will also blow up nuclear plants.

• Despite the Paris Agreement and other efforts to combat climate change, the concentration of carbon dioxide in the atmosphere will continue to rise, and sea levels will continue to rise. More natural disasters due to climate change will occur, and several cities and areas of the planet will be flooded.

• Global artificial intelligence systems will gain consciousness.

• The Republican Party in the US will collapse, as the proportion of the US population that is Latino, Asian, or black increases (and as the position of young white people changes as well). A party further to the left of the Democratic Party will eventually emerge.

• In Europe, on the other hand, there will be an ascendancy of far-right, anti-Islamic, xenophobic and racist parties; and greater political fragmentation.

• Collapse of agriculture, pollination, loss of drinking water sources.

• Nuclear proliferation.

• The Israeli government will decide to decentralize the Jewish population to other regions.

Predicciones de “Wired” (y mías)

En julio de 1997, la revista “Wired” publicó un artículo más bien optimista que predecía un largo “boom” de prosperidad, libertad y mejoras ambientales en los siguientes 25 años (hasta 2022).  No obstante, para moderar un poco dicho optimismo, también publicó un recuadro sobre problemas que podrían surgir y afectar adversamente este “boom”.

Algunas de dichas predicciones negativas se han cumplido casi al pie de la letra:

       ·        “Las tensiones entre China y EE. UU. se intensifican hasta convertirse en una nueva Guerra Fría — al borde de una guerra caliente.”

       ·        “Rusia se convierte en una cleptocracia dirigida por una mafia o se repliega en un nacionalismo casi comunista que amenaza a Europa.”

      ·        “Una gran crisis ecológica provoca un cambio climático global que, entre otras cosas, interrumpe el suministro de alimentos — causando grandes aumentos de precios en todas partes y hambrunas esporádicas.”

Otras se han cumplido parcialmente, por ejemplo

      ·        “Una plaga incontrolable — una epidemia de influenza moderna o su equivalente se propaga como un reguero de pólvora y mata a más de 200 millones de personas”. Se estima que la pandemia de COVID-19 ha causado la muerte de unas 20 millones de personas hasta la fecha.

      ·        En la cuarta predicción, decía que “El proceso de integración de Europa se paraliza. Europa oriental y occidental no pueden lograr una reunificación”. Si bien el Reino Unido salió de la Unión Europea mediante el Brexit, desde 1997 el número de Estados Miembros de la Unión Europea ha aumentado de 15 a 27 (con la inclusión de varios países de Europa central y oriental), y hay 10 países adicionales que desean ingresar.

      ·        Un aumento del crimen y del terrorismo.

Otras predicciones fallaron, por ejemplo, que las nuevas tecnologías no lleven aparejadas un aumento de la productividad.

En mi novela de ciencia ficción “El Último Humano”, hago algunas predicciones hasta 2064. Sin entrar en demasiados “spoilers”, algunas son:

      ·        Se colapsará la monarquía saudita y se establecerá una república islámica.

      ·        Tanto China como Cuba transitarán hacia democracias multipartidistas, aunque todavía con predominio de un partido “socialista democrático”; mientras que el gobierno de Corea del Norte implosionará y se reunificará con Corea del Sur.

      ·        Rusia se debilitará, al perder población y dinamismo económico (la novela fue escrita antes de la invasión a Ucrania).

      ·        Los fundamentalistas islamistas detonarán varias bombas radiológicas (explosivos que dispersan material radioactivo); y también harán explotar plantas nucleares.

      ·        Pese al Acuerdo de París y los esfuerzos por combatir el cambio climático, la concentración de dióxido de carbono en la atmósfera seguirá aumentando, y seguirá subiendo el nivel del mar. Se producirán más desastres naturales derivados del cambio climático, y se inundarán varias ciudades y zonas del planeta.

      ·        Los sistemas de inteligencia artificial globales adquirirán consciencia.

      ·        El Partido Republicano en EE.UU. se colapsará, al aumentar la proporción de la población de EE.UU. latina, asiática o afro-descendiente (y al cambiar también la posición de los jóvenes blancos). Eventualmente surgirá un partido más a la izquierda del Partido Demócrata.

      ·        En Europa, en cambio, habrá una ascendencia de partidos de extrema derecha, anti-islámicos, xenofóbicos y racistas; y un mayor fraccionamiento político.

      ·        Colapso de la agricultura, de la polinización, pérdida de fuentes de agua potable.

      ·        La proliferación nuclear.

      ·        El gobierno israelí decidirá descentralizar la población judía hacia otras regiones.

China, Taiwan and the USA

The visit of the Speaker of the United States House of Representatives, Nancy Pelosi, to Taiwan has raised a hornet's nest.

The People's Republic of China (PRC) has criticized the visit, has warned that the US is "playing with fire", and has launched a series of "military exercises" in the strait that separates Taiwan from mainland China.

China's communist government seized power in a revolution that culminated in 1949. Leading the victorious Chinese Communist Party was Mao Zedong, who waged a civil war against the nationalist Kuomintang government led by Generalissimo Chiang Kai-shek. The nationalist army took refuge on the island of Taiwan, where it maintained a dictatorial regime until the 1990s, when a multiparty democracy was established.

The "Republic of China" (official name of the island) maintained the representation of China in the United Nations until 1971, when the UN recognized the PRC instead. Gradually, the countries that recognized Taiwan dwindled, down to 14. It participates unofficially in entities such as the World Trade Organization, the Asian Development Bank and the International Olympic Committee (as "China Taipei").

The US established an alliance with Taiwan, and was in a de facto war against Chinese "volunteers" during the Korean War (following North Korea's invasion of South Korea), between 1950 and 1953.

China attacked some of the Taiwanese islands closest to the mainland with artillery fire in 1958, but failed to take control of any territory.

In 1979, the US changed its recognition to the PRC as well, and signed a "One China Policy." However, it maintained a "strategic ambiguity" as to whether it would defend Taiwan in the event of a Chinese attack. The US also signed the "Taiwan Relations Act", which stated that it was its expectation that the future of Taiwan would be defined in a peaceful manner, and that it would sell weapons to Taiwan so that it could defend itself.

During his government, Trump spoke by phone with the President of Taiwan, Tsai Ing-wen (of the Democratic Progressive Party, which seeks greater sovereignty), promoted the visit of officials and the sale of weapons.

President Biden, in erratic statements, said that the US would intervene in defense of Taiwan (violating the notion of “strategic ambiguity”), although he later confirmed to President Xi that the US would not support a change in the status quo or unilateral actions.

All this occurs in the context of the Russian invasion of Ukraine. China is looking into the sanctions imposed on Russia, which have severely affected the Russian economy. However, given the close economic integration between China and the West, it would be difficult to establish similar sanctions against China.

The economist Noah Smith established a comparison between the "Western" alliance (NATO plus Japan) against a potential Sino-Russian axis, and concluded that it would be the most even conflict between alliances, in economic terms, industrial capacity and military force (https: //noahpinion.substack.com/p/the-war-economy-sizing-up-the-new). A worrying factor is that China concentrates the mineral processing capacity that is key to the new technologies: copper, lithium, nickel, cobalt and rare earths.

A direct conflict would be unthinkable because they are nuclear powers.

China, Taiwán y EE.UU.

La visita de la Presidenta (Speaker) de la Cámara de Representantes de Estados Unidos, Nancy Pelosi, a Taiwán ha levantado un avispero.

La República Popular China (RPCh) ha criticado la visita, ha advertido que EE.UU. está “jugando con fuego”, y ha iniciado una serie de “ejercicios militares” en el estrecho que separa a Taiwán de China continental.

El gobierno comunista de la China tomó el poder en una revolución que culminó en 1949. Al mando del victorioso Partido Comunista de China estaba Mao Zedong, quien libró una guerra civil contra el gobierno nacionalista del Kuomintang, liderado por el generalísimo Chiang Kai-shek. El ejercito nacionalista se refugió en la isla de Taiwán, en donde mantuvo un régimen dictatorial hasta los años 90, cuando se estableció una democracia multipartidista.

La “República de China” (nombre oficial de la isla) mantuvo la representación de la China en Naciones Unidas hasta 1971, cuando la ONU reconoció en su lugar a la RPCh. Gradualmente, los países que reconocían a Taiwán fueron menguando, hasta disminuir a 14. Participa de manera no oficial en entidades como la OMC, el Banco Asiático de Desarrollo y el Comité Olímpico Internacional (como "China Taipei").

EE.UU. estableció una alianza con Taiwán, y estuvo de facto en una guerra contra “voluntarios” chinos durante la guerra de Corea (tras la invasión de Corea del Norte a Corea del Sur), entre 1950 y 1953.

China atacó con fuego de artillería en 1958 a algunas de las islas taiwanesas más próximas al continente, pero no logró tomar control de ningún territorio.

En 1979, EE.UU. cambió su reconocimiento también de Taiwán a la RPCh, y suscribió una “Política de Una China”. No obstante, mantenía una “ambigüedad estratégica” con respecto a si defendería a Taiwán en caso de un ataque chino. EE.UU. también suscribió el “Acta de Relaciones con Taiwán”, que establecía que era su expectativa que el futuro de Taiwán se definiría de manera pacífica, y que vendería armas a Taiwán para que pueda defenderse.

Durante su gobierno, Trump habló por teléfono con la Presidenta de Taiwán, Tsai Ing-wen (del Partido Democrático Progresista, que busca una mayor soberanía), promovió la visita de funcionarios y la venta de armas.

El Presidente Biden en unas declaraciones erráticas dijo que EE.UU. intervendría en defensa de Taiwán (violando la “ambigüedad estratégica”), aunque luego ratificó al Presidente Xi que EE.UU. no apoyaría un cambio del status quo ni acciones unilaterales.

Todo esto se da en el contexto de la invasión rusa a Ucrania. China está analizando las sanciones impuestas a Rusia, que han afectado severamente a la economía rusa. No obstante, dada la estrecha integración económica entre China y Occidente, sería difícil establecer sanciones similares contra China (dado que podrían resultar contraproducentes).

El economista Noah Smith establecía una comparación entre la alianza “occidental” (OTAN más Japón) contra un potencial eje chino-ruso, y concluía que sería el conflicto más parejo entre alianzas, en términos económicos, de capacidad industrial y fuerza militar (https://noahpinion.substack.com/p/the-war-economy-sizing-up-the-new). Un factor preocupante es que China concentra la capacidad de procesamiento de minerales que son claves para nuevas tecnologías: cobre, litio, níquel, cobalto y “tierras raras”.

Un conflicto directo seria también impensable por tratarse de potencias nucleares.

Reducción de inmigración afectó a fuerza laboral en EE..UU.

Los problemas de la cadena logística fueron consecuencia de la reactivación económica luego de la pandemia.

Un efecto poco comentado ha sido el colapso de la inmigración de personal no calificado por el cierre de las fronteras (en EEUU se estima una reducción de 2 millones, que impacta en la caída de la fuerza laboral). Por eso el desempleo se mantiene bajo, y están aumentando los salarios.

En cuanto a deflación, han bajado los precios de varios productos básicos (petróleo, cobre, alimentos), desde sus picos alcanzados en meses anteriores, lo cual se reflejará en menor inflación.

Esto en parte por la contracción en China, que no creció en el último trimestre (cuando lo habitual es tasas de crecimiento de 6-8 % anual).

Indoamerican communism is barbarism

The president of CONAIE, Leonidas Iza, and his co-authors (Andrés Madrid, Secretary of the Casa de la Cultura; and Andrés Tapia, communication director for CONFENIAE), conclude their book “Estallido” (Outbreak) with the phrase “The light at the end of the tunnel comes from the believed, searched and urgent affirmation: Indoamerican Communism or barbarism”.

The three of them, together with Andrés Madrid's father, Dimitri Madrid (Dean of the Faculty of Social Communication of the Central University of Ecuador) have been the visible leaders of the mariateguista movement in Ecuador.

This movement takes its name from the Peruvian Marxist José Carlos Mariátegui, who founded the Peruvian Socialist Party in 1928, which, after his death in 1930, would become the Peruvian Communist Party, aligned with Stalinism and the Comintern.

Nevertheless, Mariátegui was an original Marxist philosopher, emphasizing the role of the indigenous masses as the authentic “proletariat” of the continent and proclaiming the need for a socialist revolution. In some way, he was ahead of Maoism, a Marxist current that also gave an important role to the peasantry (after the Japanese invasion of China, Mao launched the "Yan'an Rectification Movement" in 1942, which carried out the main deviation from the Soviet line, highlighting the importance of the peasantry as a revolutionary subject).

Other Marxist leaders who continued in this line were Pol Pot in Cambodia, and Abimael Guzmán, leader of Sendero Luminoso in Peru (the very name of his terrorist group derives from a phrase by Mariátegui: "Marxism-Leninism is the shining path of the future").

In the book "Estallido", Marxist thinkers such as Lenin, Rosa Luxemburg and Antonio Gramsci are cited, as well as left-wing leaders in Ecuador such as Arturo Jarrín, Tránsito Amaguaña and Fausto Vargas, among others.

Marxist groups in Ecuador have sought to infiltrate CONAIE (the Confederation of Indigenous Nationalities of Ecuador) since its founding. Some of them were established left-wing parties and movements (Communist Party, Socialist Party, the Maoist Marxist-Leninist Communist Party), but also groups of rebels, such as Alfaro Vive, Montoneros Patria Libre, the “Gías”, Sol Rojo, the FARC and the ELN of Colombia, among others. His cousin Leonidas Iza Quinatoa, when he was president of CONAIE, had contacts with the FARC (https://www.codigovidrio.com/code/la-conexion-ecuador-bolivia/)

CONAIE has participated in various coup attempts, in some cases successful:

- Overthrow of Jamil Mahuad in January 2000; a “National Salvation Board” claimed power for a few hours, led by Army Colonel Lucio Gutiérrez, and also made up of Antonio Vargas – then president of CONAIE – and Carlos Solorzano, the former president of the Supreme Court of Justice.

- In 2005, they participated in the overthrow of their former ally, Lucio Gutiérrez.

- In October 2019, they tried to overthrow President Lenin Moreno (elected by Rafael Correa's Alianza PAIS movement, although Moreno later distanced himself from Correa and his vice president Jorge Glas, due to various corruption convictions).

- In June 2022, CONAIE led a violent strike for 18 days, which included an attempt to impeach President Guillermo Lasso led by the Correismo caucus in the Assembly. After demanding an increase in the subsidy for extra gasoline, ecopaís and diesel, they finally signed an "Agreement" with the Government.

- They had a less leading role in the overthrow of Abdalá Bucaram in 1997, which was led by the Quito middle class.

Interestingly, against Rafael Correa, who imprisoned multiple indigenous leaders and even seized CONAIE's headquarters, there was no similar indigenous strike.

It is difficult to think that a significant percentage of the “bases” of CONAIE, FENOCIN and FEINE (the three organizations that led the strike, the latter of “indigenous evangelicals”) were in agreement with this marginal Marxist tendency; but in any case Iza was elected president of CONAIE by a wide margin.

Now Iza has given a truce of 90 days, but without a doubt he will continue promoting "the tendencies of the revolutionary struggle in Ecuador", as he affirms in his book.

Comunismo indoamericano es barbarie

El presidente de la CONAIE, Leonidas Iza, y sus coautores (Andrés Madrid, Secretario de la Casa de la Cultura; y Andrés Tapia, dirigente de comunicación de la CONFENIAE), concluyen su libro “Estallido” con la frase “ La luz al final del túnel proviene de la afirmación creída, buscada e impostergable: Comunismo indoamericano o barbarie”.

Los tres, junto al padre de Andrés Madrid, Dimitri Madrid (Decano de la Facultad de Comunicación Social de la Universidad Central del Ecuador) han sido los líderes visibles del movimiento mariateguista en el Ecuador.

Dicho movimiento toma su nombre del marxista peruano José Carlos Mariátegui, quien fundó el Partido Socialista Peruano en 1928, el cual, tras su muerte en 1930, pasaría a denominarse Partido Comunista Peruano, alineado con el estalinismo y la Comintern.

No obstante, Mariátegui era un filosofo marxista original, al realzar el papel de las masas indígenas como el auténtico “proletariado” del continente y pregonar la necesidad de una revolución socialista. De alguna manera, se adelantó al maoísmo, corriente marxista que también dio un papel importante al campesinado (a partir de la invasión japonesa a China, Mao lanzó el “Movimiento de Rectificación de Yan'an” en 1942, que llevó a cabo la principal desviación respecto a la línea soviética, remarcando la importancia del campesinado como sujeto revolucionario).

Otros líderes marxistas que continuaron en esta línea fueron Pol Pot en Camboya, y Abimael Guzmán, líder de Sendero Luminoso en el Perú (el mismo nombre de su grupo terrorista se deriva de una frase de Mariátegui: “el marxismo-leninismo es el sendero luminoso del futuro”).

En el libro “Estallido” se citan a pensadores marxistas como Lenin, Rosa Luxemburgo y Antonio Gramsci, y también a dirigentes de izquierda en el Ecuador como Arturo Jarrín, Tránsito Amaguaña, Fausto Vargas, entre otros.

Grupos marxistas en el Ecuador han buscado infiltrar la CONAIE (la Confederación de Nacionalidades Indígenas del Ecuador), desde su fundación. Algunos de ellos eran partidos y movimientos de izquierda constituidos (Partido Comunista, Partido Socialista, PCMLE-MPD), pero también grupos de alzados en armas, tales como Alfaro Vive, Montoneros Patria Libre, los “Gías”, Sol Rojo, las FARC y el ELN de Colombia, entre otros. Su primo Leonidas Iza Quinatoa, cuando fue presidente de la CONAIE, tuvo contactos con las FARC (https://www.codigovidrio.com/code/la-conexion-ecuador-bolivia/)

La CONAIE ha participado en varios intentos de golpe de Estado, en algunos casos exitosos:

-    -  Derrocamiento de Jamil Mahuad en enero 2000; una “Junta de Salvación Nacional” reclamó el poder durante unas horas, dirigida por el coronel de ejército Lucio Gutiérrez, y conformada también por Antonio Vargas –entonces presidente de la CONAIE– y Carlos Solorzano, el expresidente de la Corte Suprema de Justicia.

-     -   En 2005, participaron en el derrocamiento de su anterior aliado, Lucio Gutiérrez.

-     -   En octubre 2019, intentaron derrocar al presidente Lenin Moreno (electo por el movimiento Alianza PAIS de Rafael Correa, aunque luego se distanció de Correa y su vicepresidente Jorge Glas, por las diversas condenas sentenciadas de corrupción).

-     -   En junio 2022, mantuvieron un paro violento durante 18 días, que derivó en un intento de destitución del presidente Guillermo Lasso encabezado por la bancada del correísmo en la Asamblea. Tras exigir un aumento del subsidio a la gasolina extra, ecopaís y el diésel, finalmente firmaron un “Acuerdo” con el Gobierno.

-     -  Tuvieron un papel menos protagónico en el derrocamiento de Abdalá Bucaram en 1997, que fue encabezado por la clase media quiteña.

Curiosamente, contra Rafael Correa, quien encarceló a múltiples líderes indígenas e incluso le quitó la sede a la CONAIE, no hubo un paro indígena similar.

Es difícil pensar que un porcentaje significativo de las “bases” de la CONAIE, FENOCIN y FEINE (las tres organizaciones que protagonizaron el paro, esta última de “indígenas evangélicos”) estuviesen de acuerdo con una tendencia marxista marginal; pero de cualquier manera Iza fue electo presidente de la CONAIE por un amplio margen.

Ahora Iza ha dado una tregua de 90 días, pero sin duda seguirá propulsando “las tendencias de la lucha revolucionaria en el Ecuador”, como afirma en su libro.

Limits of democracy in the US

The United States of America (USA) prides itself on having been born as a republic, in which its leaders are democratically elected. However, there are increasing limitations and distortions to the democratic character of the nation (if by democracy we mean the election of rulers by a majority of the people).

To begin with, as is well known, initially only white men (of European descent) who owned property could vote, which was equivalent to 6% of the population. Women could not vote (except, in some cases, widows); and neither could people of other races or ethnicities.

Gradually, the right to vote was extended: to some blacks, to people of mixed race, and eventually, in 1920, to women. Native Americans were considered citizens beginning in 1924, although as late as 1948 some states continued to exclude them (for example, South Dakota).

Despite the fact that blacks had the right to vote, in many southern states certain customs were continued that in practice excluded them (for example, that they pay a poll tax, that they know how to read, or even correctly estimate the number of jellybeans in a jar). These forms of discrimination were abolished by the Voting Rights Act adopted in 1965. In 2013, however, the Supreme Court eliminated the obligation to observe Section 5 of the Act, which imposed restrictions on states in which discrimination had previously occurred; as a consequence, many GOP-controlled states have begun to reintroduce restrictions.

To date, the more than 714,000 citizens who live in Washington, District of Columbia, cannot vote for members of Congress; and 3.5 million Puerto Ricans, despite being US citizens, cannot vote for either the President or Congress.

But beyond who is allowed to vote, there are other rules that lead to undemocratic results.

To start, 2 senators are assigned to each state. In this way, California, with 40 million people, has the same representation in the Senate as Wyoming, with 580,000.

In turn, this affects the Electoral College. Remember that in the US the Presidency is not won by the candidate with the most votes, but rather the one with the largest number of electors in the Electoral College. The Electoral College is made up of the sum of the number of Senators and Representatives. Thus, Wyoming has 3 voters, while California has 54 (18 times the number of voters, but 69 times the population).

This bias toward smaller, more rural states tends to favor the Republican Party. Of the 14 states with the smallest population (and thus overrepresented in the Electoral College and Senate), Democrats dominate only 4, while Republicans dominate 7 (and the other three are competitive).

This means that, at the moment, the 50 Democratic senators represent 41.5 million more people than the 50 Republican senators.

There is a norm in the Senate, which is not included in the Constitution, which requires that in order to suspend the debate of a law, 60 of the 100 senators (60%) are required. This rule is called the “filibuster”, a word derived from filibusters or pirates, which I understand goes back to “taking over” control of the Senate. This results in an even more undemocratic practice, whereby the 50 Democratic senators (with the deciding vote of Vice President Harris), who actually represent 41 million more people than the Republicans, cannot pass laws (with certain exceptions) .

In the case of the House of Representatives, which in theory should be more democratic, the Republicans have once again introduced distortions in the allocation of seats (the so-called "gerrymandering" process), which results in some states in which voting is very even (such as Wisconsin, Pennsylvania, Ohio, Texas, or North Carolina), about 75% of the seats go to Republicans, when it should be close to 50%.

The distortion is also revealed in the fact that the Democrats have won the popular vote in 7 of the last 8 elections (2 times Bill Clinton, once Al Gore, 2 times Barack Obama, once Hillary Clinton and once Joe Biden). Since 1992, Republicans have won the popular vote only once, in 2004 under George W. Bush.

However, at the moment there are 6 Supreme Court justices who were nominated by Republican presidents. In March 2016 (eight months before the election), then-President Barack Obama nominated Merrick Garland for the Supreme Court; but Senate Republican leader Mitch McConnell refused to allow him to be confirmed, arguing that it was necessary to wait for the election (in which he hoped a Republican would win).

However, in 2020, when Ruth Bader Ginsburg passed away, then President Trump managed to nominate Amy Coney Barrett to replace him with just 38 days to go before the election.

As a consequence, the Supreme Court does not reflect at all the will of the majority of voters in the last 30 years; despite which it is breaking precedents that have been in force for half a century, such as the right to abortion.

In this way, we have that the three powers of the State have anti-democratic biases. It is not clear how long the majority of the people will stand for this.

Límites democráticos en los Estados Unidos

Los Estados Unidos de América (EE.UU.) se precian de haber nacido como una república, en la cual sus líderes son electos democráticamente. No obstante, cada vez más hay limitaciones y distorsiones al carácter democrático de la nación (si por democracia entendemos la elección de los gobernantes por una mayoría).

Para comenzar, como es bien sabido, al inicio únicamente podían votar los hombres blancos (de descendencia europea) que tuvieran propiedades, lo cual equivalía a un 6 % de la población. No podían votar las mujeres (salvo, en algunos casos, viudas); ni personas de otras razas o etnias.

Gradualmente, el derecho al voto se fue extendiendo:  a algunos negros, a personas de raza mixta, y, eventualmente, en 1920, a las mujeres. Los indígenas (nativo americanos) fueron considerados ciudadanos a partir de 1924, aunque hasta 1948 algunos estados seguían excluyéndolos (por ejemplo, Dakota del Sur).

Pese a que los negros tenían el derecho a votar, en muchos estados del Sur se continuó con ciertas costumbres que en la práctica los excluían (por ejemplo, que pagasen un impuesto de capitación, que supieran leer, o incluso que estimasen correctamente el número de pelotas en un jarro). Estas formas discriminar fueron abolidas por la Ley del Derecho al Voto adoptada en 1965. En 2013, no obstante, la Corte Suprema eliminó la obligatoriedad de observar la Sección 5 de la Ley, que imponía restricciones a los estados en los cuales anteriormente se había discriminado; como consecuencia de lo cual, muchos estados controlados por el Partido Republicano han comenzado a introducir restricciones nuevamente.

A la fecha, los más de 714.000 ciudadanos que viven en Washington, Distrito de Columbia, no pueden votar para miembros del Congreso; y los 3 millones y medio de puertorriqueños, pese a ser ciudadanos de EE. UU., no pueden votar ni por el Presidente ni por el Congreso.

Pero mas allá de a quiénes se les permite votar, hay otras normas que conllevan resultados antidemocráticos.

Para comenzar, se asigna 2 senadores a cada Estado.  De esta manera, California, con 40 millones de personas, tiene la misma representación en el Senado que Wyoming, con 580.000.

A su vez, esto afecta al Colegio Electoral.  Recuérdese que en EE.UU. no gana la Presidencia el que tiene más votos, sino el que obtenga el mayor número de electores del Colegio Electoral.  El Colegio Electoral está compuesto por la suma del número de Senadores y Representantes. Así, Wyoming tiene 3 electores, mientras que California tiene 54 (18 veces el número de electores, pero 69 veces la población).

Este sesgo hacia estados de menor población y más rurales tiende a favorecer al Partido Republicano. De los 14 estados con menor población (sobrerrepresentados en el Colegio Electoral y el Senado), los Demócratas sólo dominan 4, mientras que los Republicanos dominan 7 (y los otros tres son competitivos).

Esto significa que, al momento, los 50 senadores Demócratas representan a 41,5 millones más personas que los 50 senadores Republicanos.

Esta norma se llama el “filibuster”, palabra derivada del filibusterismo o piratería, que entiendo que se remonta a “tomar el control” o “piratear” el control del Senado. Esto resulta en una práctica aún más antidemocrática, mediante la cual los 50 senadores Demócratas (con el voto dirimente de la Vicepresidenta Harris), que de hecho representan a 41 millones de personas más que los Republicanos, no pueden aprobar leyes (con ciertas excepciones).

En el caso de la Cámara de Representantes, que en teoría debería ser más democrática, los Republicanos nuevamente han introducido distorsiones en la asignación de escaños (el llamado “gerrymandering”), que resulta que en algunos Estados en los cuales la votación es muy pareja (como Wisconsin, Pennsylvania, Ohio, Texas o Carolina del Norte), cerca del 75 % de los escaños van a los Republicanos, cuando debería ser cerca del 50 %.

La distorsión también se revela en el hecho de que los Demócratas han ganado el voto popular en 7 de las últimas 8 elecciones (2 veces Clinton, 1 Al Gore, 2 veces Obama, 1 Hillary Clinton y 1 Joe Biden). Desde 1992, los Republicanos solo han ganado el voto popular en una ocasión, en 2004 con George W. Bush.

No obstante, al momento hay 6 jueces de la Corte Suprema que fueron nominados por presidentes Republicanos.  En marzo 2016 (ocho meses antes de las elecciones), el entonces Presidente Barack Obama nominó a Merrick Garland para la Corte Suprema; pero el líder Republicano del Senado, Mitch McConnell, se rehusó a dar paso a su confirmación, aduciendo que se debía esperar a las elecciones (en las cuales él esperaba que gane un Republicano).

No obstante, en 2020, cuando falleció Ruth Bader Ginsburg, el entonces Presidente Trump logró nominar a Amy Coney Barrett para reemplazarle, faltando apenas 38 días para las elecciones.

Como consecuencia, la Corte Suprema no refleja en absoluto la voluntad de la mayoría de los votantes en los últimos 30 años; pese a lo cual, está rompiendo precedentes que han estado vigentes por medio siglo, como el derecho al aborto.

De esta manera, tenemos que los tres poderes del Estado tienen sesgos antidemocráticos.

Economic Relations between the European Union, Latin America and the Caribbean

The economic and political relations between the European Union (EU) and the countries of Latin America and the Caribbean (LAC) have been strengthening in recent decades, although with less momentum in recent years (given the increase in trade between LAC and China).

I wrote a Policy Brief on the “Economic Relations between the European Union and Latin America and the Caribbean” for the EU-LAC Foundation and the Institut des Amériques, published at the end of April, and available at: https:/ /eulacfoundation.org/ 

The signing of association agreements between the EU and most LAC countries has led to an increase in foreign trade between the two regions, while the EU has remained the main source of foreign direct investment in LAC. Investment by LAC companies in EU countries has also increased. The trade agreement between the EU and Mercosur, the largest market in LAC, is however still pending ratification.

The COVID-19 pandemic and the growing impacts of climate change have given renewed impetus to the need for close collaboration between the two regions. The EU and its Member States have provided €3 billion in health aid to LAC. The EU exported more than 130 million doses of vaccines to LAC countries, and is one of the main contributors to the COVAX facility, which delivered more than 50 million additional doses to the region. EU Member States have donated 10 million doses.

Regarding climate change, the two regions have been closely aligned since the negotiation of the Paris Climate Change Agreement at COP21 (December 2015). Europe has prioritized the ecological transition, digital transformation and sustainable development in its regional and bilateral cooperation programs, and LAC countries are receptive to the means of implementation (climate finance, technology transfer and capacity building) to promote mitigation and adaptation to climate change. The two regions are perhaps the ones that have given the greatest support to the implementation of the Paris Agreement, together with groups of countries such as the small island states (SIDS) and the least developed countries (LDC).

€3.4 billion will be made available to LAC under the multi-year programme (2021-27) of NDICI-Global Europe, to support a sustainable and green recovery. In addition, the EU will mobilize more than €12 billion of public and private investment in the region through the European Fund for Sustainable Development Plus (EFSD+).

The EU Regional Multiannual Indicative Program for LAC (2021-27) will support the green transition, digital transformation, sustainable and inclusive economy, democratic governance, security and migration, as well as social cohesion and the fight against inequalities. Human development and education will likewise feature prominently.

Achieving greater growth, stability and security in LAC countries makes them more attractive markets for EU companies, both for commercial and investment purposes, which is why it is a mutually beneficial relationship.
